Introduction of a diesel surcharge

What we are proposing 

As part of our commitment to improving local air quality by reducing the number of diesel vehicles on Newham's roads, we are proposing introducing diesel surcharges on the following permits. These charges will be levied on all diesel-powered vehicles, including hybrids:

We are also proposing to introduce a £1 per hour diesel surcharge for vehicles parked in short stay bays and car parks.

Why we are proposing it 

Newham’s air quality has long been amongst the poorest in London. As a result of this, our residents are exposed to a level of airborne particulate matter (PM) a third higher than World Health Organisation guidelines, and one in seven are exposed to levels of Nitrogen dioxide (NO2) that are above the UK limit value for human health.   

This problem has tragic consequences in our borough – Public Health England estimate that one in thirteen deaths (7.5%) in Newham are in part attributable to particulate air pollution.  

Newham's Air Quality Action Plan 2019-24 acknowledges the impact of vehicles on local air quality, and sets out a range of objectives, including the use of parking policy to reduce pollution emissions in the borough.

Over the last decade, a growing body of evidence has shown the impact of diesel vehicles on local air quality, because they produce higher levels of NO2 and PM when compared to other vehicles. As a result, many London boroughs now operate diesel surcharges, which are accelerating the move away from diesel vehicles in the capital. We believe it is now the right time to introduce such diesel surcharges in Newham.
