Highways Infrastructure Asset Management Framework (HIAMF)
The HIAMF is a suit of documents that is in effect the boroughs manual for adding to, managing and maintaining our highways assets, planning for its whole life use, ensuring that the safety of the network is maintained at a safe level for highway users, all within the resources and funding available to the council. This covers short term reactive maintenance and both medium and long term planned maintenance. This is actually something we already do, but we are bringing it all together under one document.
The HIAMF replaces our existing Highways Asset Management Plan, which was implemented in 2012.
The main reasons for upgrading our existing document is to bring it more in line with current guidance and best practice, in particular the "2016 Well Managed Highway Infrastructure Code of Practice" and the "Highway Infrastructure Asset Management Guidance Document 2013". Both documents are national good practice and contain guidance for Highway Authorities.
The HIAMF has also been drafted to conform to National Government guidance for Highway Authorities and how to best manage their assets.
The framework has been split into a series of individual documents that sit under the framework, each of which will be a live document that can change as national guidance change and also as the resources of the council change.
