Investment boost set to improve Newham’s highways

• Approval for planned maintenance budget of nearly £8.9m for 2025/2026
• Schemes to focus on footways, roads, street lighting and highway structures
• Government funding of almost £700,000 approved

Cabinet has approved plans to improve Newham’s roads and footpaths, investing a combined sum of almost £9m to Keep Newham Moving, including planned footway and carriageway resurfacing schemes to parts of Katherine Road, Osborne Road and sections of Upton Lane. 

The 2025/26 Planned Highway Maintenance programme budget includes £3.6m from the Keeping Newham Moving fund, in addition to £5.23m focusing on making changes to some of our oldest road structures; tree planting; resurfacing and reconstructing damaged stretches of our highway network; making a huge difference to how residents and visitors travel across the borough. Government funding of £700,000 will also be used to make improvements in the Principal Road Network, including West Ham Lane, High Street North and Ron Leighton Way. 

Councillor Sarah Ruiz, Cabinet Member for Environment, Sustainable Transport, Children Services and Education, said: “Well-maintained roads and pavements are essential for residents, businesses, and visitors in Newham. 

“This programme continues to address the borough’s oldest and most deteriorated roads, ensuring their long-term sustainability. In alignment with other infrastructure investments, this initiative supports the Council’s broader priorities of enhancing transport accessibility and improving the quality of neighbourhoods.

“The Planned Highway Maintenance programme encompasses the borough’s long-term approach to highway maintenance and operates alongside our reactive maintenance service. There will of course always be an amount of reactive maintenance that has to be carried out. The aim of planned maintenance is to proactively maintain and invest in the highway network, in order to avoid additional reactive repair costs in the future.”

Since its launch in 2016, the Keeping Newham Moving programme has invested £77.85 million in resurfacing roads and pavements across the borough. To date, 119km of roads have been resurfaced under the programme, representing over a quarter of the highway network maintained by the Council.
