If you have a Blue Badge you may qualify to have a disabled resident parking bay marked outside or near your home. All residential streets in Newham are now within residential parking zones. Disabled resident parking bays can only be used by Blue Badge holders who have and display a valid disabled resident parking permit for their RPZ.
However there are some disabled persons' parking bays near shops and community facilities which any Blue Badge holder can use. Make sure you check the nearby sign before you park as there may be a maximum length of stay.
Who can apply for a disabled resident parking bay?
To apply for a new disabled resident parking bay you must:
- Have a valid Blue Badge
- Live in Newham
- Receive the higher rate of the mobility component of Disability Living Allowance or the enhanced rate of the mobility component of Personal Independence Payment, or the higher rate of Attendance Allowance
- Not have off-road parking, such as a garage or driveway
- Have a car registered with the DVLA to your address.
You do not need to be able to drive yourself to qualify.
Not receiving higher or enhanced rate disability benefits
If you don't receive the:
- Higher rate of the mobility component of Disability Living Allowance; or
- Enhanced rate of the mobility component of Personal Independence Payment; or
- Higher rate of Attendance Allowance
You may still apply for a disabled resident parking bay if you are over 65yrs and we will consider your application on a case by case basis, as long as you include a letter from your hospital consultant explaining why you need a disabled resident parking bay near your home.
You must make sure you meet all the other requirements.
Apply for a disabled resident parking bay
If you think that you qualify for a disabled resident parking bay, please fill in and sign our disabled resident parking bay application form (PDF). There is no charge to apply.

Documents you will need to scan and send with your application:
- A copy of your award letter from the Department for Work and Pensions (DWP) that says that you receive:
- the higher rate of the mobility component of Disability Living Allowance; or
- the enhanced rate of the mobility component of Personal Independence Payment; or
- the higher rate of Attendance Allowance
- and when it expires
- A copy of your current Blue Badge (both sides)
- A copy of your vehicle registration document (log book/V5), insurance certificate, or your Motability agreement if you hire your car through the Motability scheme.
If you don't qualify for the higher or enhanced rate of disability benefit and you are over 65yrs you must include a supporting letter from your hospital consultant, instead of the award letter.
What happens after you apply
We will check the information you have sent to us and write to you within six weeks to tell you our decision.
If your application is successful, we will make a site visit to see where we could safely put a bay.
Before we can mark out the bay we have to carry out a legal process. This can take 9-12 months or occasionally longer.
You will need a free disabled resident parking permit to park in the bay. We will write to you to let you know when you can apply for a disabled resident parking permit. A Blue Badge is not valid within a disabled resident parking bay. Please note the bay is not exclusively for a specific resident, but eligible for use by any vehicle with a valid disabled resident parking permit for that zone.
