Our "Transforming Newham for the Future Plan" serves as the foundation of our efforts to ensure Newham is a place where everyone can thrive. This plan is centered around four main pillars: resident access and experience, service delivery, strategic operations, and enabling and support functions. Through our Transformation Plan, we strive to enhance service efficiency and effectiveness, improve resident experience, and ensure financial sustainability.

1. Transformation Programme Lead – Salary | £65,109 - £80,241

We are seeking experienced Transformation Programme Leads to drive strategic direction and lead programmes within the Transforming Newham for the Future Plan. In this key role, you will oversee system-wide transformation across the Council, managing high-impact programmes and leading a talented delivery team. You will implement innovative governance processes to ensure the transformation agenda is delivered to the highest standards, on time and within budget.
Managing a budget of up to £4 million, you will balance risk and resources to maximise benefits and efficiencies. You'll work closely with senior stakeholders, staff, and external partners to ensure services are designed and delivered to meet the needs of Newham’s diverse and growing population. Your ability to navigate complex challenges, maintain effective governance, and drive high-paced change will be key to your success.

2. Strategic Transformation PMO Lead – Salary | 58,818 - £71,412

As a Strategic Transformation PMO Lead, you will play a pivotal role in shaping and overseeing the Newham Transformation and Improvement Portfolio. You will lead the coordination and monitoring of key projects, including the delivery of the LGA Peer Challenge Action Plan, while ensuring alignment with corporate priorities.

In this role, you will develop a strategic portfolio framework, manage the portfolio office, and ensure robust governance, tracking, and assurance mechanisms. Working closely with senior leadership, you will provide visibility of the portfolio pipeline and support decision-making to align with the Council’s strategic objectives. You'll be a champion of continuous improvement and innovation, helping deliver tangible benefits for both the Council and its residents.

In this role you will: 
  • Shape and develop our change and transformation capability 
  • Collaborate with Programme Leads to ensure that our Transformation Plan is joined-up and impactful
  • Work with senior leaders to govern and progress the portfolio 

Strategic Transformation PMO Lead JD

3. Transformation Project Manager – Salary | 46,041 - £54,129

We are looking for a talented Transformation Project Managers to help drive transformation across the Council. You will manage key transformation projects, from planning to implementation, ensuring effective governance, quality assurance, and risk management. Your role will be to lead the delivery of projects that directly impact Newham’s residents and ensure our transformation agenda is met.

You will lead project management processes, applying best practices and aligning with the Council’s governance framework. You will also play a key role in managing risks and issues and supporting the development of benefits realisation plans for the projects you lead. This role will involve close collaboration with internal and external stakeholders to ensure projects run smoothly and deliver high-impact results.

In this role you could be working on a range of innovative projects covering areas like: 
  • Automating our key resident journeys and interactions
  • Redesigning information, advice and guidance for residents 
  • Developing new approaches to prevention 
  • Working to implement new technology to reduce administration and manual tasks
